Excerpt from book: CHAPTER III SEGREGATION IN INSTITUTIONS OF LEARNING Very early after the Civil War the States which formed the Southern Confederacy established the dual system of schools. Alabama, Florida, Georgia, Louisiana, Mississippi, North Carolina, South Carolina, Virginia, Tennessee, Texas, Oklahoma, Arkansas, Missouri, Kentucky, West Virginia, Maryland, and Delaware maintain this dual system of schools very rigidly. Kentucky, West Virginia, Maryland, and Delaware were willing to be counted with the North in the war, but in the dual school system they were willing to be reckoned with the South. Where did the idea of separate schools for the races originate? In the North. Massachusetts, New York, New Jersey, Ohio, Pennsylvania, Illinois, and Nevada once had separate schools, but most of them now have laws on their statute-books prohibiting them. Colorado, Idaho, Iowa, Michigan, Minnesota, Rhode Island, and New Mexico also prohibit them. Indiana and Arizona permit the school boards to establish separate schools if it is thought to be necessary. Kansas permits separate schools in cities of over 150,000 inhabitants. Connecticut, Maine, Montana, New Hampshire, North Dakota, Vermont, South Dakota, Utah, Wisconsin, and Washington have not seen fit to express their sentiments in regard to separate schools. We have seen that the Statewide dual system of schools is chiefly in those States designated as "South" in the Civil War. Here we should naturally expect to find this system, if anywhere, because it is chiefly the home of the Negro. But I think there is another explanation to it. I hardly think the system would have been so widespread, especially in the rural mountain districts, had it not been for the Reconstruction Period.
