The primary sources of research material include policy documents and qualitative interviews. Qualitative analysis was conducted using coding derived both from conceptual framework and from a more grounded review of interviews. Coding of interviews was done both manually and with qualitative research software, NUDIST. The results showed that stakeholders characteristics are a threat to a successful implementation of the health sector devolution policy in Zambia.
